Role
The incumbent will be responsible for the effective budget control, contract procurement activities and post-award contract management of designated work packages (M&E works), with the objective that assigned contract packages will be delivered within budget and managed in a professional manner.

Leading a team of professional commercial subordinates to:
Establishing project investment budget, tracking commitment and expenditure to ensure approved budget is contained;
achieving construction contract procurement that will drive "best value for money”;
offering proactive, professional yet commercially prudent contract administration to project management team;
supporting on any other budget estimation and/or commercial advice and/or activities for special projects that may be assigned by ASVP - Commercial from time to time.

FOCUS
Leading a team of Senior Project Manager / Project Manager - Commercial on budget estimation, cost plan tracking and monitoring including budget adjustment where necessary.
Taking lead to work with other project team members on cost checking / value-engineering solutions where necessary to strike best compromise between design and budget constraint.
Leading and working closely with consultants (in particular Cost / QS consultants) to ensure all facades of construction contracts are always managed and administered in the highest professional standard.
Liaising and working closely with contractors and sub-contractors so that any grievance, disputes or potential claim can be managed and hopefully settled in a commercially prudent manner.
Always be sensitive and alterative of potential claim by keeping details of contemporary file records to allow best protection of GEG's contractual position.
Managing contract program and strategy such that contractors can be appointed at the right time to cope with project implementation planning.
Tracking project change and contract variation control to ensure project commitment and expenditure is always contained within approved budget, alerting management as soon as risk of budget overrun is apparent.

Key Metrics
Due to the dynamic nature of the projects, specific KPI’s will be set once the incumbent is in place, however, they will relate to program (time) budget (cost) and quality as well as stakeholder management (Contractors, Consultants and GEG TM’s both vertically and laterally across functions)

Qualifications
Degree or above in Quantity Surveying or related fields
Professional qualified with MRICS or MHKIS or equivalent preferred
Minimum 15 years related experience in quantity surveying or contract / commercial management discipline
Strong leadership and team building track record, and experience in working / communicating with senior team members
Experience in direct working relationship with consultants and in leading Cost / QS consultants

Proficient in spoken and written English and Cantonese, capable of speaking Putonghua
